At the special meeting on Wednesday, July 23, North Glengarry council awarded a $1.15-million contract to Nexom Inc. to supply and commission tertiary treatment equipment for the Alexandria Lagoon project. The early selection of equipment is intended to reduce the risk of construction delays later in the process.

EVB Engineering Inc. Vice-President Marco Vincelli explained to council that the Township received two competitive bids for the critical tertiary filtration equipment from Nexom Inc. and Aqua-Aerobic Systems Inc.

The request for proposals focused on the disk filter systems, which provide the final step after the installation of a new diffused-air lagoon and a Submerged Attached Growth Reactor (SAGR) system, as required by the Ontario Ministry of the Environment, Conservation and Parks.

Tertiary treatment is the third and final stage in conventional municipal wastewater treatment and will remove contaminants from the Alexandria Lagoon, such as phosphorus, nitrogen, suspended solids, and pathogens.

Vincelli said that the Township would initially purchase only the shop drawings. The remaining equipment will be purchased and installed by a general contractor yet to be selected, under an agreement with the Township.

Councillor Michael Madden was pleased to see that the contract would include approximately “52 per cent Canadian content, with the rest being European, whereas the other competitor looked to be 100 per cent American.”

Vincelli confirmed that in 2025, $91,370 will be paid to Nexom upon receiving the completed drawings, with the rest to be paid in 2026. The remaining $1.06 million will be covered by the provincial Housing-Enabling Water Systems Fund (HEWSF).

Council unanimously approved the contract, with Councillor Jacques Massie absent.
