The Township of Champlain has appointed François Turpin as Interim Chief Administrative Officer (CAO), effective July 13.
The Township will undertake the recruitment of a permanent CAO following the 2026 Municipal Election, allowing the newly elected Council to participate in the selection process. Turpin has agreed to lead the organization during this transition period, ensuring continuity in municipal operations and services.
“We are very pleased to welcome François to the Township of Champlain,” said Mayor Normand Riopel. “His extensive leadership experience, strong background in public sector administration, and collaborative approach will provide stability and continuity as we move through this transition. We are grateful that he has agreed to share his expertise with our organization during this important period.”
Before retiring in 2021, Turpin served as Director of Education for the Conseil scolaire de district catholique de l’Est ontarien (CSDCEO) for seven years. Throughout his distinguished career, he also served as Superintendent of Education, Director of the French Language Planning Service, Vice-Principal, Educational Consultant, and Teacher. Widely recognized for his leadership and commitment to public education, Turpin also played an active role at the provincial and national levels in advancing French-language education, serving on several leadership and advisory committees.

The Township is also pleased to announce that it has successfully filled the position of Planning Advisor, Adrien Tremblay. The new Planning Advisor will join the organization on August 24, 2026.
To ensure a seamless transition, the Township will continue working with partners on major planning projects while also benefiting from their mentorship and technical expertise as the new Planning Advisor becomes familiar with municipal planning operations and ongoing files.
“These two appointments put the Township in a strong position for the months ahead,” added Mayor Normand Riopel. “They ensure continuity in our operations and allow us to keep moving important projects forward as we prepare to welcome the new Council. We are pleased to welcome François and our new Planning Advisor to the Township team.”
