Phase Two of a new subdivision is closer to construction now that Champlain Township Council has adopted a bylaw establishing a subdivision agreement for the development.
On Thursday, June 25, council adopted the bylaw establishing a subdivision agreement between the township Habitations Robert Inc. for the second phase of the Vankleek Hill Valleys development at the eastern end of Vankleek Hill.
Phase Two will include the construction of homes on 29 residential lots along a to-be-constructed extension of Farmer’s Avenue and a new road designated as Milner Street. Council also adopted a bylaw on June 25 establishing the blocks of those new streets as public highways.
A Pre-Servicing Agreement was granted from the municipality to the developer to commence the installation and construction of the works, services and facilities for the Phase Two lands prior to finalization of the subdivision agreement. The developer was required to enter into a Construction Cost-Sharing Agreement with the Township for Farmers Avenue. Following negotiations between the Township and the developer, the developer agreed to contribute $25,000 toward the reconstruction of Farmers Avenue. This contribution represents approximately 10 per cent of the total reconstruction cost of the section of Farmers Avenue which existed prior to the construction of the subdivision, excluding any potential work related to the water and sewer network.
