During the period of September 1 to September 20, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to 895 calls for service. These included:

Race motor vehicle charges

On September 4,  shortly after 3:30 a.m., a Russell County OPP officer was conducting stationary radar enforcement on Highway 417 Eastbound near the Vars exit. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 169 km/h in a posted speed limit of 110 km/h.

As a result of the investigation, a 19-year-old, from Embrun was charged with:

Race a motor vehicle – Stunt HTA 172(1)

On September 17, shortly after 8:45 a.m., a Russell County OPP officer was conducting stationary radar enforcement on Bouvier Road in the City of Clarence-Rockland. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 101 km/h in a posted speed limit of 50 km/h.

As a result of the investigation, a 17-year-old, from Bourget was charged with:

Race a motor vehicle – Excessive Speed HTA 172(1)

The motorists received a 30 day driver’s license suspension and the vehicles were also impounded for 14 days.

Motorists charged with impaired offences

On September 5, shortly before 3:30 a.m., a Russell County OPP officer conducted a traffic stop for a Highway Traffic Act (HTA) offence on Quartz Avenue, in Rockland, where an Ontario driver was arrested.

During the investigation, an officer utilized an Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 22-year-old from Rockland was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On September 9, shortly before 5 p.m., Russell County OPP officers responded to a traffic complaint on County Road 17 in Rockland, where an Ontario driver was arrested.

During the investigation, an officer utilized an ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 35-year-old man from Embrun was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a);
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and
Possession of a Schedule I Substance – Methamphetamine CDSA 4(1)

On September 13, shortly after 9:15 p.m., Russell County OPP officers responded to a single motorcycle collision on Des Pins Street in Limoges, where an Ontario driver was arrested.

The motorist was transported to the hospital with minor injuries by the Prescott-Russell Emergency Medical Services (EMS).

Further investigation revealed that the driver was under the influence of alcohol and further testing would be conducted.

As a result of the investigation, a 17-year-old, from Manotick was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On September 14, shortly after 5:30 p.m., Russell County OPP officers responded to a traffic complaint at a business on Richelieu Street in Rockland, where an Ontario driver was arrested.

During the investigation, an officer utilized an ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 73-year-old man from Rockland was charged with:

Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On September 16, shortly before 11:15 a.m., Russell County OPP officers responded to a traffic complaint on Heritage Road in Russell, where an Ontario driver was arrested.

During the investigation, an officer utilized an ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 72-year-old man from Russell was charged with:

Driving while under suspension HTA 53(1) and
Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

The motorists received a 90 day driver’s license suspension and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Disturbance leads to numerous charges

On September 6, shortly after 1 p.m., Russell County OPP officers responded to a disturbance at a restaurant on Laurier Street in Rockland.

The investigation revealed that two patrons were causing a disturbance inside and outside of the restaurant. Both individuals were uncooperative and became combative with one of the officers at the location.

As a result of the investigation, a 36-year-old man from Wendover was charged with:

Obstruct peace Officer CC 129(a) and
Fail to leave premises when directed TPA 2(1)(b)

A 36-year-old woman from Wendover was charged with:

Assault a Peace Officer CC 270(1)(a);
Fail to leave premises when directed TPA 2(1)(b) and
Assault with intent to resist arrest CC 270(1)(b)

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal on November 3, 2021.

September 21 to 26 responses

Motorist charged with impaired

On September 26, shortly after 9:30 a.m., a Russell County OPP officer conducted a traffic stop for a Highway Traffic Act (HTA) offence on Indian Creek Road, in The Nation Township, where an Ontario driver was arrested.

During the investigation, an officer utilized an Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 39-year-old man from Vars, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and
  • Dirty plate HTA 13(2)

The motorist received a 90 day driver’s license suspension and the vehicle was also impounded for seven days.

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.
