During the period of July 27 to August 17, 2021, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to 951 calls for service. These included:

Stunt driving charges

On July 30, shortly before 8:15 p.m., a Russell County OPP officer was conducting stationary radar enforcement on County Road 17 in the City of Clarence-Rockland. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 150 km/h in a posted speed limit of 90 km/h.

As a result of the investigation, a 17-year-old, from L’Orignal was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)

On July 31, 2021, shortly before 6:15 p.m., a Russell County OPP officer was conducting stationary radar enforcement on Drouin Road in the City of Clarence-Rockland. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 107 km/h in a posted speed limit of 50 km/h.

As a result of the investigation, a 29-year-old, from Rockland was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)

On July 31, 2020, shortly before 10:45 p.m., a Russell County OPP officer was conducting stationary radar enforcement on County Road 17 in the City of Clarence-Rockland. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 119 km/h in a posted 70 km/h zone.

As a result of the investigation a 35-year-old, from Rockland was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1) and
  • Drive motor vehicle – no licence HTA 32(1)

The motorists received a seven day driver’s license suspension and their vehicles were also impounded for 14 days.

Motorists charged with impaired offences

On August 3, shortly after 2:15 p.m., Russell County and Stormont, Dundas and Glengarry OPP officers responded to a traffic complaint on Route 900 West in The Nation Township, where an Ontario driver was arrested.

During the investigation, an officer utilized an Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 44-year-old male from London, Ontario was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

 

On August 6, shortly after 11 p.m., a Russell County OPP officer was conducting a R.I.D.E. Program on Carmen Bergeron Street in Rockland, where an Ontario driver was arrested.

During the investigation, an officer utilized an ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 56-year-old woman from Clarence-Creek was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On August 7, 2021, shortly before 2:30 a.m., Russell County OPP officers responded to a single vehicle collision on Clarence Cambridge Boundary Road in The Nation Township, where an Ontario driver was arrested. There were no injuries.

Further investigation revealed that the driver was under the influence of alcohol. The driver was transported to detachment for further testing.

As a result of the investigation A 27-year-old man from St-Albert was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and

On August 11, 2021, shortly after 3:15 a.m., Russell County OPP officers responded to a single vehicle collision on St-Pierre Road in Russell Township, where an Ontario driver was arrested. There were no injuries.

Further investigation revealed that the driver was under the influence of alcohol. The driver was transported to detachment for further testing.

As a result of the investigation, a 31-year-old woman from Embrun was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

The motorists received a 90 day driver’s license suspension and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Traffic complaint leads to numerous charges

On August 10, shortly after 2:45 p.m., Russell County OPP officers responded to a traffic complaint on Highway 417 Eastbound near the Limoges exit. The officers observed a vehicle travelling at a low rate of speed and obtained a speed reading well under the posted speed limit of 110 km/h.

The investigation revealed that the motorist was in possession of a forged document.

As a result of the investigation, a 59-year-old male from Montreal, was arrested and charged with:

  • Possession Property Obtained by Crime Over $5,000 – in Canada CC 354(1)(a);
  • Use, deals, acts on forged document CC 368(1)(a) (Two counts);
  • Personation with intent (Identity Fraud) CC 403(1);
  • Identity Theft – obtain or possess another person’s identity information CC 402.2(1);
  • Obstruct Peace Officer CC 129(a);
  • Fraud Over $5,000 CC 380(1)(a);
  • Possession of a Schedule I Substance – Cocaine CDSA 2(1)(a);
  • Operate a motor vehicle without insurance CAIA 2(1)(a) and
  • Failure to comply with undertaking CC 145(4)(a)
