An Open Letter to the Citizens of Argenteuil,

During the course of the past few days, I and my family have been very shaken by the allegations concerning me with regard to the sending of a sexually-explicit photo in 2014 to “a friend” who was also an employee of the Liberal Party of Quebec — and all of this – before my election as a member of the National Assembly. This gesture was was inappropriate and I admit that it was a serious error in judgement on my part. I want to apologize to all of you and I regret it very sincerely. I have learned a lot from this incident and I hope it can help others. At this point, it is important for me to inform you of what led to the revelation of this story that had already been known for a long time by many people.

Although the sending of the photo remains inappropriate, I want to specify that the voice and / or text exchanges with this person have always been open, cordial, and I will say even crude more often than not, all in the context of a friendship that was well-known. These exchanges were made between two people, and at no time between 2014 and 2017, did anyone indicate to me the existence of a problem or serious distress at the reception of this photo. We must now question the change of attitude to the situation. Why today …? Why not in 2014 when she says she complained? What is the purpose of doing this today …?

Yet our relationship has remained friendly until 2017.

Reporting to Ms. Christine St-Pierre, minister responsible for the Laurentides region for a few years, the complainant had to communicate regularly with me and my riding office in the course of her work. In an incident involving the office of the Minister responsible for the Laurentians, I had to inform a member of the Prime Minister’s Office of his lack of rigor in the handling of a file in my riding, which had the effect of creating an embarrassing and conflict-filled situation.

Then, a second incident occurred again involving the office of the minister responsible for the Laurentides region. A meeting was planned without the involvement of my county office with the “advisory committee” of Saint-Adolphe-d’Howard (Hydro-Québec line) in a highly politicized file. This again created an embarrassing and confrontational situation.

Once again, I warned the Premier’s Office. In response, I was told that the gesture of Minister St-Pierre and her staff was indeed unacceptable and that it would not do. The first advocate for a county is his MP, and I have always passionately and very vigorously defended the interests of the people of my riding.

These two events created a major stir and it is from this moment, in 2017, that I really felt a change of attitude of the minister as well as the person whom I considered a personal friend. Today, I am not surprised that this has led to the publication of allegations about my work as MP and the public release of a 2014 private photo exchange which occurred , as stated previously, even before I became a member of the National Assembly.

But I do not want to trivialize this gesture. It was a lack of discernment on my part in 2014. I apologize once again very sincerely. It must be emphasized, however, that this event precedes my election and that it was done with someone who was not my employee. Also, and most importantly, that my relationship with this person was known to the Liberal Party. No one had thought fit to intervene because we were in the private sphere of a relationship between people who were not members of the National Assembly or employees of it. It is clear today, at some months after the election, that I am at the center of exaggerations, lies and defamation of all kinds in order to put an end to my career as a member of the National Assembly. It is one thing to make a mistake and to accept the consequences, but it is something else to be judged and destroyed by actions, declarations, and daily and coordinated systematic actions.

Considering the extreme impact of the situation, the Liberal Party of Quebec has a duty to act quickly and transparently so that “the whole truth” is put forward about this photo story.

To the citizens of Argenteuil County, you know me. I defend your interests hard, without jealousy, at the price of not making friends in different political spheres. My involvement speaks for itself and it has been great personal consolation to see you for the past few days encourage me during this ordeal. To all those who took the trouble to analyze this whole thing and who supported me, I say to you … THANK YOU!

IMPORTANTE MISE AU POINT DU DÉPUTÉ D’ARGENTEUIL, YVES ST-DENIS

Chères citoyennes et chers citoyens d’Argenteuil,

Au cours des derniers jours, ma famille et moi avons été très ébranlés par les allégations me concernant suite à l’envoi d’une photo explicite en 2014 à « une amie » qui était aussi une employée du Parti libéral du Québec avant mon élection comme député. Ce geste était inapproprié et je reconnais que ce fût une grave erreur de jugement de ma part. Je tiens vraiment à m’en excuser auprès de vous tous et je le regrette très sincèrement. J’ai appris beaucoup avec cette histoire et je souhaite qu’elle puisse servir à d’autres personnes.

À ce moment-ci, il est important pour moi de vous informer de ce qui a sûrement conduit aux révélations de cette histoire qui était quand même connue depuis longtemps par plusieurs personnes.

Bien que l’envoi de la photo reste inapproprié, je tiens à préciser que les échanges vocaux et/ou textos avec cette personne ont toujours été ouverts, cordiaux, et je dirai même crus plus souvent qu’autrement, le tout dans le contexte d’une relation d’amitié qui était bien connue. Vous comprendrez que ces échanges se faisaient à deux, et qu’en aucun temps, entre 2014 et 2017, quiconque m’a indiqué l’existence d’une problématique ou encore un grave désarroi face à la réception de cette photo. Il faut maintenant se questionner sur le changement d’attitude face à la situation. Pourquoi aujourd’hui…? Pourquoi pas en 2014 lorsqu’elle dit s’en être plaint ? Quel est le but de faire cela, aujourd’hui…?

Pourtant, notre relation est restée amicale jusqu’en 2017.

Se rapportant depuis quelques années à Mme Christine St-Pierre, ministre responsable de la région des Laurentides, la plaignante a eu à communiquer régulièrement avec moi et mon bureau de comté dans le cadre de son travail. Dans un évènement impliquant le bureau de la ministre responsable des Laurentides, j’ai dû aviser un membre du cabinet du premier ministre de son manque de rigueur face au traitement d’un dossier dans mon comté qui a eu pour effet de créer une situation embarrassante et conflictuelle.

Ensuite, un deuxième incident s’est produit impliquant encore une fois le bureau de la ministre responsable de la région des Laurentides. Une rencontre a été planifié sans l’implication de mon bureau de comté avec le «comité aviseur» de Saint-Adolphe-d’Howard (ligne d’Hydro-Québec) dans un dossier très politisé. Ce qui a encore créé une situation embarrassante et conflictuelle.

 

Encore une fois, j’ai averti le cabinet du premier ministre. En réponse, on m’a dit que le geste de la ministre St-Pierre et de son personnel avait été effectivement inacceptable et « que cela ne faisait pas ». Le premier défenseur des intérêts d’un comté est son député, et j’ai toujours défendu avec passion et une très grande « vigueur » les intérêts des citoyens de mon comté.

Vous comprendrez que ces deux évènements ont créé des remous importants et c’est à partir de ce moment, en 2017, que j’ai réellement senti un changement d’attitude de la ministre ainsi que de la personne que je considérais comme une amie personnelle. Aujourd’hui, je ne suis pas surpris que cela nous ait conduit à la diffusion d’allégations concernant mon travail de député et à la sortie publique d’un échange de photo privée de 2014 avant même que je ne sois membre de l’Assemblée nationale.

Or, je ne désire guère banaliser ce geste. Ce fût un manque de discernement de ma part en 2014. Je m’en excuse encore une fois très sincèrement. Il faut cependant souligner que cet évènement précède mon élection et qu’il s’est fait avec une personne qui n’était pas mon employée. Aussi et surtout, que ma relation avec cette personne était connue des représentants du Parti libéral. Personne n’avait jugé bon intervenir car nous étions dans la sphère privée d’une relation entre personnes qui n’étaient pas membre de l’Assemblée nationale ou employé de celle-ci. Force est de constater aujourd’hui, à quelque mois des élections, que je suis au centre d’exagérations, de mensonges et de diffamations de toutes sortes en vue de mettre un terme à ma carrière de député. C’est une chose de faire une erreur et d’en assumer la juste conséquence, mais cela est tout autre chose que de se faire juger et détruire par des actions, déclarations, et des agissements systématiques quotidiens et coordonnées.

Considérant les impacts extrêmes de la situation, le Parti libéral du Québec a le devoir d’agir rapidement et avec transparence pour que « toute la vérité » soit mise de l’avant dans cette histoire de photo.

Aux citoyens du comté d’Argenteuil, vous me connaissez. Je défends vos intérêts d’arrache-pied, sans ménagement, au prix de ne pas me faire d’amis dans les différentes sphères politiques. Mes implications parlent d’elles-mêmes et ma consolation est de vous voir depuis les derniers jours m’encourager dans cette épreuve. À tous ceux qui ont pris la peine d’analyser toute cette affaire et qui m’ont supporté, je vous dis… MERCI!
