The City of Cornwall and SDG Counties are bringing back the THRIVE program for its second year, continuing to support residents experiencing housing challenges. First launched in 2025, the program focuses on helping individuals and families find and maintain safe, stable housing during times of financial difficulty.
THRIVE, which stands for Temporary Relief for Individuals in Housing Emergencies, has already helped many people in the community by providing support when it is needed most. Over the past year, it has played an important role in helping residents avoid losing their housing.
The program provides financial assistance for a variety of housing-related expenses, such as rental arrears, first and last month’s rent, utility arrears or deposits, property tax or water and sewage arrears, and moving costs (with prior approval). Funding may also be available for pest inspections and other exceptional circumstances related to housing stability.
To qualify, applicants must meet income limits based on household size and provide documentation such as identification, proof of income (such as pay stubs or tax documents), and details of their housing-related expenses. Individuals who have already reached the maximum funding through the Homelessness Prevention Program (HPP) are still eligible to apply.

Applications are open from February 18, 2026, to March 31, 2026. Residents can apply online through Housing Programs – City of Cornwall, by phone at 613-933-6282, or in person at 340 Pitt Street in Cornwall (4th Floor).
