During the period of April 11 to May 1, 2022, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to over 1160 calls for service. These included:

Uttering threats

On April 11, shortly before 12:30 p.m., Russell County OPP officers responded to a disturbance at a local school in Russell Township.

During the investigation, it was determined that there was unwanted communications between three youths.

As a result of the investigation, a 17-year-old, from Ottawa, was charged under the Criminal Code (CC) with:

  • Uttering Threats – Cause death or Bodily Harm CC 264.1(1)(a) (two counts) and
  • Harassing Communications CC 372(3)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Impaired drivers

On April 14, at approximately 2:45 a.m., Russell County OPP officers were conducting stationary radar enforcement on Highway 417 eastbound near the Vars exit, where an Ontario driver was arrested.

During the investigation, the officer utilized an Approved Screening device (ASD). The driver was transported to detachment for further testing.

As a result of the investigation, a 28-year-old male from Moose Creek, Ontario, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On April 16, shortly after 8 p.m., Russell County OPP officers responded to a traffic complaint on St-Jean Street in Rockland, where an Ontario driver was arrested.

During the investigation, the driver was transported to the hospital for further testing.

As a result of the investigation, an 18-year-old male, from Rockland, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a);
  • Person under 19 years – possess cannabis CCA2017 10(1) and
  • Drive vehicle or boat with cannabis readily available CCA2017 12(1)

On April 20, shortly before 5 p.m., Russell County OPP officers responded to a two-vehicle collision in a business parking lot on Richelieu Street in Rockland, where an Ontario driver was arrested.

During the investigation, the officer utilized an ASD. The driver was transported to detachment for further testing.

As a result of the investigation, a 53-year-old female from Rockland, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On April 24, shortly before 4:30 a.m., Russell County OPP officers responded to a single vehicle collision on Highway 417 eastbound near the Highway 138 exit, where an Ontario driver was arrested.

As a result of the investigation, a 43-year-old man from Montreal was arrested and charged with:

  • Failure or refusal to comply with demand CC 320.15(1)

On April 24, at approximately 6:15 a.m., Russell County OPP officers responded to a suspicious vehicle complaint on Tweed Crescent in Russell, where an Ontario driver was arrested.

During the investigation, the driver was transported to the hospital for further testing.

As a result of the investigation, a 33-year-old male from Russell, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On April 25, shortly after 1 p.m., a Highway Safety Division (HSD) OPP officer conducted a traffic stop for a Highway Traffic Act (HTA) offence on Notre-Dame Street in Embrun, where an Ontario driver was arrested.

During the investigation, the officer utilized an ASD. The driver was transported to detachment for further testing.

As a result of the investigation, a 32-year-old man, from Ottawa, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a);
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b) and
  • Driving while under suspension HTA 53(1)

On May 1, shortly before 3:15 a.m., a Russell County OPP officer conducted a traffic stop on County Road 17 in the City of Clarence-Rockland, where an Ontario driver was arrested.

During the investigation, the officer utilized an ASD. The driver was transported to detachment for further testing.

As a result of the investigation a 25-year-old, from Hawkesbury, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

The motorists received a 90 day driver’s license suspension and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.
