During the period of March 21 to April 10, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to more than 960 calls for service. These included:

Stunt driving

On March 21, at approximately 1:15 a.m., Russell County OPP officers were conducting stationary radar enforcement on Highway 417 Westbound near the Limoges exit. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 152 km/h in a posted speed limit of 110 km/h.

As a result of the investigation, a 35-year-old, from Sainte-Barbe, Québec was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)

On March 26, at approximately 1 a.m., Russell County OPP officers were conducting stationary radar enforcement on Highway 417 Westbound near the Vars exit. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 151 km/h in a posted speed limit of 110 km/h.

As a result of the investigation, a 23-year-old, from Casselman, was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1);
  • Driving motor vehicle with open container of liquor LLCA 42(1)(a) and
  • Drive vehicle or boat with cannabis readily available CCA2017 12(1)

On April 6, shortly before 8:45 a.m., a Highway Safety Division (HSD) OPP officer was conducting moving radar enforcement on St-Thomas Road in Embrun. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 94 km/h in a posted speed limit of 50 km/h.

As a result of the investigation, a 62-year-old, from Casselman, was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)

The motorist’s driver’s licenses were suspended for 30 days and the vehicles were impounded for 14 days.

Impaired driving

On March 26, shortly after 2 a.m., Russell County OPP officers were responding to a call, when a vehicle drove off the roadway in front of the cruiser on St-Andre Road in Embrun, where an Ontario driver was arrested.

During the investigation, the officer utilized an Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing and failed to comply with the officer’s demands.

As a result of the investigation, a 33-year-old woman, from Russell, was charged with:

  • Failure or refusal to comply with demand CC 320.15(1)

On March 27, shortly after 1:30 a.m., Russell County OPP officers conducted a traffic stop for a Highway Traffic Act (HTA) offence on County Road 17 in the City of Clarence-Rockland, where an Ontario driver was arrested.

During the investigation, the officer utilized an ASD on the motorist. The driver was transported to detachment for further testing and failed to comply with the officer’s demands.

As a result of the investigation, a 41-year-old female from Ottawa, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a);
  • Failure or refusal to comply with demand CC 320.15(1) and
  • Speeding 1 – 49 km/h over posted limit HTA 128

On March 29, at approximately 12 a.m., Russell County OPP officers responded to a traffic complaint on Russell Road in the City of Clarence-Rockland, where an Ontario driver was arrested.

During the investigation, the officer determined that the motorist had been consuming alcohol and was impaired. The driver was transported to detachment for further testing.

As a result of the investigation, a 63-year-old woman from Curran, was charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On April 2, shortly before 10:45 p.m., a Russell County OPP officer conducted a traffic stop on Giroux Street in Rockland, where an Ontario driver was arrested.

During the investigation, the officer utilized an ASD on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 34-year-old male, from Hammond, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On April 3, at shortly after 12:45 a.m., Russell County OPP officers were conducting a R.I.D.E. Program on Route 200 in Russell Township, where an Ontario driver was arrested.

The motorist refused to comply with the officer’s demands.

As a result of the investigation, a 30-year-old male from North Dundas Township was arrested and charged with:

  • Failure or refusal to comply with demand CC 320.15(1)

The motorists received a 90 day driver’s license suspension and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.
