Unofficial results of the 2024 Russell Township by-election were provided on September 30, declaring Charles Armstrong as the winner of the vacant council seat. Armstrong will assume his position on October 15 to serve the remainder of the 2022-2026 term.

Recorded at 22.8 per cent, voter turnout for the by-election was not great, with only 3,746 of the eligible 16,407 voters participating. Of the voters, 3,236 voted via the Internet and 510 through telephone. There were a total of 24 declined ballots and five that were spoiled.

Armstrong won with 1,278 votes. The runner-up was Jean-Yves Otis with 878 votes, followed by Julian Hunt with 789, and fourth, Jevon Rudder, with 772.

Armstrong will take on the councillor role previously held by Mike Tarnowski, now Mayor of the Township of Russell, and was originally declared vacant at the May 27 council meeting. The 2024 by-election was announced on June 24 and the nomination and registration period took place until August 16. Eligible voters were able to cast their ballot between September 26 and 30 with their personalized and sealed access PIN.
