On Tuesday, April 22, 2025, Stormont, Dundas, and Glengarry (SDG) Counties council unanimously approved a joint contract with Cornwall Gravel Company Limited to complete surface renewal overlay (SRO) work across the region.

SRO involves applying a thin new layer of asphalt or concrete over existing roads to restore smoothness, fix minor damage, and extend the pavement’s lifespan.

Only roads in South Dundas, North Dundas, South Stormont, and North Glengarry were included, as similar roadwork was completed in the other municipalities last year.

Cornwall Gravel Company Ltd. submitted the lowest bid at $3,692,140 plus HST, followed by A. L. Blair Construction at $3,720,177.25, and GIP Paving Inc. at $4,599,899.

The Township of North Glengarry will cover $1,086,595 plus HST of the total cost, with the outstanding amount divided among the remaining municipalities.

More than 50 kilometres of road surface will be renewed under the joint contract, aligning with each municipality’s budget.

Staff explained that “SRO paving is a cost-effective solution that repairs cross-fall issues, reduces ongoing maintenance, and strengthens overall road structure.”

Council approved the contract with no further discussion.
