The Liberal candidate for Prescott-Russell-Cumberland in the Monday, April 28 federal election is a resident of the riding.
During a candidate’s debate held in Hawkesbury on Sunday, April 13, Liberal candidate Giovanna Mingarelli said she grew up in Clarence-Rockland and described the city as “where I now live.”
“I can confirm that Giovanna lives in the riding,” Mingarelli campaign spokesperson Anne Dawson told The Review on Wednesday, April 16.
The Review had received a message from an individual claiming Mingarelli lives in Chelsea, Québec.
Dawson said that Mingarelli does indeed have property in Chelsea which she has owned for more than a decade, including while living in the US and Europe where her husband was working. He served as Canada’s Consul General in San Francisco, and then Seattle.
“She supported her husband in representing Canada and ran her businesses remotely during that time. She also worked remotely from Geneva when her husband worked there,” Dawson said.
Mingarelli moved to Prescott-Russell-Cumberland earlier in 2025 when she decided to run federally.
During the 2021 federal election campaign in the former federal riding of Glengarry-Prescott-Russell, Conservative candidate Susan McArthur and NDP candidate Konstantine Malakos were not residents of the riding.
Candidates and Members of Parliament (MP’s) are not required by law or by party policies to live in the riding where they run or are elected to represent.
