On February 27, Champlain township council unanimously approved a new service contract with Mike’s Waste Disposal Inc. (MWD) for the collection and disposal of waste and garbage throughout the township. The agreement begins on April 1, 2025, and will last five years and nine months until December 31, 2030.

A report to council highlighted that the township could begin negotiating with MWD or request tenders for the subsequent agreement 12 months before the expiration of this contract, at its discretion.

Costs

The contract will cost the township $431,165 annually, excluding taxes, for the collection of non-hazardous waste and garbage. An additional $75,000 annually, excluding taxes, will be charged for the transportation of waste to the Laflèche Environmental Inc. landfill in Moose Creek, Ontario.

The annual collection and transportation of spring garbage will cost $24,745.11, excluding taxes, and will be paid by the township annually on May 31. The township will be using its landfill site at 1897 Cassburn Road for the spring garbage collection dates.

Pricing provided in a report to council was based on fuel costing $1.40 per litre. Should MWD’s fuel costs exceed $1.40 per litre, the township will be responsible for the extra fuel costs required.

Additionally, all contract pricing is subject to increase or decrease annually in line with the rate of the Consumer Price Index (CPI). The CPI for this contract is based on the City of Ottawa and Gatineau region and will be provided each year.

All township buildings, including the Administration Building, the Building and By-Law Enforcement Municipal Office, municipal garages, the marina, municipal parks, and the arena are covered under this waste collection agreement.

Collection Schedule

In a report to council, weekly scheduled garbage and waste collection for wards within the township will take place between the hours of 7 a.m. and 6 p.m.

The scheduled household collection day for each ward is as follows:

  • Ward 1: Vankleek Hill, every Wednesday (includes Hill View Circle from Ward 4)
  • Ward 2: L’Orignal, every Thursday
  • Ward 3: Longueuil, every Tuesday
  • Ward 4: West Hawkesbury, every Wednesday and Friday (excludes Hill View Circle)

For trade waste, MWD will collect and dispose of garbage twice every week, as follows:

  • Ward 1: Vankleek Hill, Monday and Thursday
  • Ward 2: L’Orignal, Monday and Thursday
  • Ward 3: Longueuil, Monday and Thursday
  • Ward 4: West Hawkesbury, Monday and Friday

If any collection date falls on a Statutory Holiday, the township and MWD will agree upon an alternate collection day fitting within the above schedule.
