During the period of December 20, 2021, to January 9, 2022, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to more than 720 calls for service. These included:

Multiple charges laid in domestic disputes

On December 20, 2021, at approximately 5:15 a.m., Russell County OPP officers responded to a domestic disturbance on Laurier Street in Rockland.

During the investigation, it was determined that a physical altercation occurred between two adults.

As a result of the investigation, a 24-year-old, from Bourget, was charged with:

  • Assault – Spousal CC 266;
  • Breach of Recognizance CC 811 (two counts) and
  • Failure to comply with release order – other than to attend court CC 145(5)(a) (eight counts)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

On December 30, 2021, shortly before 12 a.m., Russell County OPP officers responded to a domestic disturbance on Raymond Street in Rockland.

The investigation revealed that an altercation occurred between two adults.

As a result of the investigation, a 35-year-old, from Ottawa was charged with:

  • Assault Causing Bodily Harm – Spousal CC 267(b)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

On January 9, 2022, at approximately 10:00 p.m., Russell County OPP officers responded to a domestic disturbance on Laval Street in Casselman.

The investigation revealed that a physical altercation occurred between two adults.

As a result of the investigation, a 22-year-old, from Orleans, was charged with:

  • Assault – Spousal CC 266;
  • Forcible Confinement CC 279(2) and
  • Uttering Threats – Cause Death or Bodily Harm – Spousal CC 264.1(1)(a)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Dispute leads to charges

On December 21, 2021, at approximately 1 p.m., Russell County OPP officers responded to a disturbance on Edwards Street in Rockland.

During the investigation, it was determined that an altercation occurred between three adults.

As a result of the investigation, a 37-year-old male from Rockland, was charged with:

  • Uttering Threats – Cause death or Bodily Harm CC 264.1(1)(a) and
  • Assault with a Weapon CC 267 (two counts)

The accused was held for bail.

Harrassment complaint

On January 5, 2022, shortly after 10:45 a.m., a Russell County OPP officer responded to a harassment complaint on Route 200 East in Casselman.

The investigation revealed that altercations occurred between two adults.

As a result of the investigation, a 31-year-old, from The Nation Township, was charged with:

  • Criminal Harassment – repeatedly communicate CC 264(2)(b)

The accused is scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Family dispute leads to several charges

On January 5, 2022, at approximately 1 p.m., Russell County OPP officers responded to a family dispute on Bruges Street in Embrun.

The investigation revealed that a physical altercation occurred between an adult and a youth.

As a result of the investigation, a 16-year-old, from Embrun, was charged with:

  • Possession of Weapon for Dangerous Purpose CC 88;
  • Uttering Threats – Cause Death or Bodily Harm CC 264.1(1)(a);
  • Assault CC 266;
  • Uttering Threats – Damage Property CC 264.1(1)(b) and
  • Fail to Comply with Sentence YCJA 137 (two counts)

The identity of the accused cannot be released under terms of the Youth Criminal Justice Act (YCJA).

The accused was held for bail.

Impaired charges laid

On December 20, 2021, shortly after 10:15 p.m., a Russell County OPP officer responded to a traffic complaint on Highway 417 Eastbound near the Limoges exit.

Further Investigation revealed that the driver was under the influence of alcohol.

The officer then utilized the Approved Screening Device (ASD) on the motorist. The driver was transported to detachment for further testing.

As a result of the investigation, a 29-year-old male from Alexandria was arrested and charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)

On December 22, 2021, at approximately 8:15 p.m., a Russell County OPP officer responded to a traffic complaint on Castor Street in Russell.

During the investigation, the officer determined that the motorist had been consuming alcohol and was impaired. The driver was transported to detachment for further testing.

As a result of the investigation, a 51-year-old woman from Russell, was arrested and charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b);
  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Fail to Comply with Probation Order CC 733.1(1)

On December 24, 2021, at approximately 12:30 a.m., Russell County OPP officers were conducting a R.I.D.E. Program on St-Jean Street in Rockland.

Further Investigation revealed that the driver was under the influence of alcohol.

The motorist was transported to detachment for further testing.

As a result of the investigation, a 40-year-old man from Limoges was arrested and charged with:

  • Operation while impaired – alcohol and drugs CC 320.14(1)(a) and
  • Drive vehicle or boat with cannabis readily available CCA2017 12(1)

The motorists received a 90 day driver’s license suspension and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

Stunt driving on County Road 17

On January 2, 2022, at approximately 8:45 a.m., a Russell County OPP officer was conducting stationary radar enforcement on County Road 17 in the City of Clarence-Rockland. The officer observed a vehicle travelling at an excessive rate of speed and obtained a speed reading of 113 km/h in a posted speed limit of 70 km/h.

As a result of the investigation, a 19-year-old, from Montreal, Quebec was charged with:

  • Race a motor vehicle – Excessive Speed HTA 172(1)

The vehicle was impounded for 14 days.
