In 2020, the eight mayors who serve on the United Counties of Prescott and Russell (UCPR) council were paid $341,369.25 in remuneration – including base amounts, mileage (kilometres), and reimbursement for expenses.
Six of the eight mayors sit on boards of organizations and agencies external to the UCPR, but these are part of their responsibilities as members of the UCPR council. An example is the Eastern Ontario Health Unit. The combined amount the six mayors were paid in compensation and mileage for serving on external agencies in 2020 totals $3,426.22.
The combined total of remuneration paid to mayors from the eight UCPR municipalities in 2020 is $406,596.54. When one includes the mayor salaries from UCPR, remuneration paid to mayors by external organizations, and the salaries paid to mayors by their municipalities, the eight mayors in Prescott-Russell were paid $751,392.01, or an average of $93,924 in 2020.
Russell Township Mayor Pierre Leroux served as UCPR Warden in 2020. For his services to the counties, he was paid $66,950.29, which included a base salary of $60,421.52, $1,379.42 for mileage, and $5,149.35 for conference expenses. In 2020, Leroux also received $813.20 in compensation and mileage reimbursements for serving on boards of external agencies.
Leroux was also paid $64,327.97 for his role as Mayor of Russell Township in 2020, along with $3,176.81 for township-related expenses. When the municipal and UCPR amounts are combined, Leroux’s complete remuneration from municipal governments in 2020 was $135,268.27.
Hawkesbury Mayor Paula Assaly was paid $36,232.14 in remuneration from the UCPR in 2020. The amount includes a base sum of $34,626.60, $1,451.55 for conference and reimbursement expenses, and $153.99 for mileage. Assaly was also paid $88 for mileage related to representation on organizations related to her UCPR role. When added to the $47,009.14 in remuneration Assaly received from the Town of Hawkesbury in 2020, her complete remuneration from both governments for the year was $83,329.48.
The UCPR paid $37,386.48 in remuneration to Clarence-Rockland Mayor Guy Desjardins in 2020. Desjardins’ UCPR amount includes $2,519.27 for conference and reimbursement expenses and $400.61 for mileage. The City of Clarence-Rockland paid Desjardins a total of $64,941.37. When the UCPR and Clarence-Rockland amounts are added together, Desjardin’s combined remuneration in 2020 was $102,327.85.
East Hawkesbury Mayor Robert Kirby received $38,346.90 in remuneration from the UCPR in 2020. Kirby’s amount from the counties includes a base remuneration of $33,354.55, $4,691.39 for conference and expense reimbursements, and $320.96 for mileage. Kirby was paid a total remuneration of $20,821.29 from the Township of East Hawkesbury in 2020. When the UCPR and township amounts are added together, Kirby’s total municipal remuneration was $59,768.19 in 2020.
In 2020, Casselman Mayor Daniel Lafleur was paid $40,859.62 for serving as a member of UCPR council. The amount paid to Lafleur includes a base amount of $35,434.60, $4,942.40 for conferences and expense reimbursements, and $482.62 for mileage related to UCPR business. He was also paid $782.04 for mileage and expenses related to service to external organizations related to his UCPR responsibilities.
Lafleur was also paid a total remuneration of $54,543.82 from the Municipality of Casselman in 2020. When the Casselman and UCPR amounts are added, Lafleur’s total remuneration from municipal governments in 2020 was $96,185.48.
Champlain Township Mayor Normand Riopel received $42,106.21 in remuneration as the township’s representative on UCPR council in 2020, which is comprised of a base amount of $36,905, $4,827.15 for conference and expense reimbursements, and $374.06 for mileage. Riopel was also paid an additional $378.97 in mileage for representation to related organizations. When Riopel’s UCPR remuneration is added to the $48,543.01 he was paid by Champlain Township in 2020, his complete remuneration for the year was $91,028.19.
The UCPR paid $40,690.02 to Alfred and Plantagenet Mayor Stéphane Sarrazin in 2020, which includes a base remuneration of $38,755.66, $1,769.16 for conference and expense reimbursements, and $165.20 for mileage related to UCPR business. Sarrazin was also paid an additional $70 in 2020 for mileage related to representation at external organizations.
Sarrazin received $54,710 in remuneration from Alfred and Plantagenet taxpayers in 2020. When that amount is added to Sarrazin’s UCPR remuneration, his total municipal compensation for 2020 was $95,470.02.
La Nation Mayor François St-Amour received $38,797.59 in remuneration from the UCPR in 2020. Included in that amount is a $35,313 base remuneration, $3,170.12 for conference and expense reimbursements, and $314.47 for mileage. For mileage and representation on organizations related to UCPR business, St-Amour was paid $1,294.01 in 2020.
St-Amour’s remuneration from La Nation in 2020 was $51,699.96. When the La Nation amount is added to the UCPR amounts, St-Amour was paid $91,791.56 in municipal remuneration in 2020.
