Councillors, mayor cost $232,241.39 in salaries, expenses in 2019

The cost of Champlain Township council in 2019 was made available as part of the regular council meeting on March 12, 2020.

Champlain Township council cost $232,241.39 in 2019, compared with $213,782.91 in 2018.

Note that 2018 was a transition year, as municipal elections ended the term of some elected officials at the end of November 2018 and councillors elected for the first time were paid for only one month in 2018.

Below is the list of elected officials, with the 2019 salary, committee meetings and other expenses listed, followed by a total, followed by the 2018 total amount in parentheses.

Mayor Normand Riopel: $42,850.60, $3,760 for committee meetings, $1,772.02 for convention, mileage and other expenses, for a total of $48,382.60.

In 2018, Riopel’s salary, committee meeting costs and convention and other expenses totalled $21,590.67. Then-mayor Gary Barton’s similar related costs for 11 months of the year were: $39,722.88 in 2018.

Councillor Peter Barton: $21,697.40 (no committee or other expenses) ($1271.33 in 2018). Elected in 2018.

Councillor Troy Carkner: $21,697.40, $890 for committee meetings, $74.52 in other expenses for a total of $22,661.92 ($21,123.32 in 2018)

Councillor Jacques Lacelle: $21,697.40, $640 for committee meetings, no other expenses, for a total of $22,337.40 ($21,442.95 in 2018).

Councillor André Roy: $21,697.40, $1,290 for committee meetings, no other expenses, for a total of $22,987.40 ($1,271.33 in 2018). Elected in 2018.

Councillor Michel Lalonde: $21,697.40, $650 for committee meetings, $1,882.76 in other expenses for a total of $24,230.16 ($1,271.33 in 2018). Elected in 2018.

Councillor Violaiine Titley: $21,697.40, $770 for committee meetings, $1,877.63 in other expenses for a total of $24,345.03 ($1,271.33 in 2018). Elected in 2018.

Councillor Gérard Miner: $21,697.40, $1,120 for committee meetings, no other expenses, for a total of $22,817.40 ($21,567,18 in 2018).

Councillor Sarah Bigelow: $21,697.40, no cost for committee meetings, $1084.66 in other expenses, for a total of $22,782.06 ($1,271.33). Elected in 2018.

Recall that due to tax changes for municipal council salaries, councillors approved a salary increase for councillors and the mayor to offset the tax implications. Previously, one third of municipal councillor salaries was not subject to tax.

Five citizens serve on the township’s committee of adjustment. Those citizens, appointed by the municipality, were paid $650 for their year of service, totalling $3,120. Committee of adjustment members for 2019 included: Marcel Arseneau, Robert Bergevin, Murray Allen, Robert Tolhurst and Roch Pilon.
