Two major road reconstruction projects in Harrington Township on chemin Harrington and chemin de la Rivière Rouge are proceeding well.

Chemin Harrington is currently closed from chemin Kilmar to Route 327 between the hours of 6:30 a.m. and 6 p.m., Monday to Friday, while construction continues. Chemin Rivière Rouge is open to alternating traffic as final asphalt paving is completed.

Chemin Harrington

Director of Public Works Neil Swail said the chemin Harrington rehabilitation is being carried out by David Riddell Excavation of Morin Heights, with Équipe Laurence Engineering overseeing the project.

The total cost of roadwork is expected to be $12,355,298, with $8,030,944 being funded by the Québec’s Ministry of Transportation programme d’aide à la voirie locale (PAVL). The PAVL program provides municipalities with funding for major infrastructure projects, helping ensure roads meet current standards and durability requirements. The remaining $4,324,354 will be financed through a loan.

Construction began on August 4, and Swail expects the work on chemin Harrington to be completed by mid-October.

Chemin de la Rivière Rouge

Township staff said the culvert washed away during Hurricane Debby in August 2024 has been replaced, and the final layer of asphalt was laid between the intersection with Harrington Road and 143 chemin de la Rivière Rouge.

Similar to the chemin Harrington project, the chemin de la Rivière Rouge reconstruction project, estimated at $7,334,711, is funded with a $5,501,033 subsidy from PAVL. The remaining $1,833,678 was financed through a loan.

The Township has not yet publicly disclosed the contractor responsible for the reconstruction project.

Granular resurfacing on chemin de la Rivière Rouge is scheduled between the Tam Bao Son Buddhist Monastery and the Pépinière de Harrington tree nursery. This work will begin on September 2 and is expected to be completed by September 16.
