If a Zoning Bylaw Amendment (ZBA) is adopted by Champlain Township Council in August, an asphalt shingle recycling depot could open on Highway 17 west of L’Orignal.
On Thursday, June 25, a public meeting under the Planning Act was held prior to the regular township council meeting to discuss the ZBA. The property is located on the north side of Highway 17 across from Lacelle Road beside Ivaco Rolling Mills. If adopted, the ZBA would change the zoning on the land from Industrial Restricted (ML) to Industrial Restricted, Special Exception (ML-X). The proposed use is for the shredding, sorting, and storage of asphalt shingles. No buildings will be located on the property.
During the public meeting, Councillor Paul Burroughs asked if there is a possibility a smelter to recycle shingles into other materials could be built on the site. He noted there are houses nearby on Lacelle Road.
Consulting Planner Nikita Jariwala confirmed that only shredding, sorting, and storage are planned for the site at this time. Additional site plan controls would be implemented if any further changes in the uses of the property were to be made.
Councillor André Roy asked how winter operations will be conducted on a property without any buildings. Jariwala said the site may only be used seasonally. The proponent of the development also confirmed that only dry shingle recycling will happen at the site, and the materials will be transported elsewhere to be added to asphalt for road paving.
Council later received the report involving the ZBA for the proposed shingle recycling depot and will decide whether to adopt or reject the bylaw when it meets again on August 20.
