On Thursday, March 26, Champlain Township Council unanimously approved moving forward with the replacement of the Blue Corner culvert in collaboration with the Township of Alfred-Plantagenet. The estimated total cost is approximately $800,000, covering engineering design, contract administration, and construction.

Since the Blue Corner culvert is on a boundary road, costs will be shared evenly with Alfred-Plantagenet, with each township contributing $400,000 each.

Champlain Township and Alfred-Plantagenet collaborated to determine requirements from the South Nation Conservation Authority and develop a project scope. Champlain sought bids from several engineering firms capable of handling the full scope of work, including topographic surveys, hydraulic analysis, design, and construction tender preparation.

In 2024, EVB Engineering conducted a detailed assessment, finding the culvert in poor condition. Significant joint deformation in the corrugated steel pipe prevented relining, prompting a recommendation for full replacement within two years.

A follow-up inspection in 2025, during lower water levels, revealed additional damage and severe corrosion, confirming replacement was required within the next year.

Citing public safety and tight timelines, Champlain Director of Public Works Maxime Lafrance recommended awarding a sole-source contract to Lascelle Engineering for engineering work, costing $56,650, excluding HST.

Council approved the recommendation without further discussion.
