On Tuesday, February 17, Stormont, Dundas, and Glengarry (SDG) Counties Council awarded two contracts through a joint tender with the United Counties of Prescott-Russell (UCPR) to complete hot mix and cold-in-place recycling work on roads.
SDG Counties Manager of Capital Works Dana Grant noted that the resurfacing contracts total $12,747,456.74, inclusive of HST, coming in $452,543.26 under the $13.2 million budgeted for this work.
Cornwall Gravel Company Ltd. was awarded a $7,208,106.07 contract for hot mix work on roads, with UCPR’s share amounting to $98,236.25, excluding HST.
The joint tender falls under resurfacing work approved in the 2026 capital paving program and includes hot mix paving, cold milling, catch basin adjustments, concrete curb removal and reinstatement, and shouldering at various locations.
Cold-in-place recycling will be completed ahead of paving operations and carried out under a separate contract with Roto Mill Inc. at a cost of $5,391,661.92, excluding HST. The process involves milling, crushing, screening, and coating existing asphalt with expanded asphalt cement to create a recycled base layer. The base layer is then overlaid with hot mix asphalt under the Cornwall Gravel Company Ltd. contract.
UCPR’s share of the Roto Mill Inc. contract totals $85,696.25, excluding HST.
Grant noted that resurfacing work will include County Road 23A, completed in partnership with UCPR.
Council unanimously approved the contracts without further discussion.
