North Glengarry council has unanimously approved the first phase of the Trillium Landing subdivision on McDougald Street in Alexandria, marking the start of the multi-phase development. Council was informed on Monday, September 29, that developer Alcore Homes Inc. is ready to begin construction of 16 townhomes and a stormwater management reserve.

Municipal Planning Consultant Peter Young said the agreement is a condition of draft plan approval to ensure the subdivision meets the township’s requirements, including the installation of roads and utility services. This follows the approval of a draft plan by the United Counties of Stormont, Dundas, and Glengarry (SDG) in April 2023.

Council heard that Alcore had been working through detailed designs, utility approvals, financing, and tendering processes. The company is now ready to proceed with the first phase of construction.

Young said the subdivision will be built in three phases, beginning with 16 units, for a total of 44 units when complete.

Councillor Jeff Manley asked how much Alcore Homes Inc. would pay the township in lieu of parkland, as stipulated in the subdivision agreement.

Young said the township will receive five per cent of the total appraised lot value at the time of draft approval, paid in three installments—one per phase.

Deputy Mayor Carma Williams then asked how street parking would be managed in the subdivision.

Young said, “Both sides of Trillium Crescent will allow street parking, though council can pass a by-law to designate certain sections as no-parking.”

“Driveways have been designed to accommodate some visitor parking, supplemented by large areas with no driveways,“ he added.

Council had no further questions. Mayor Jamie MacDonald did not participate due to a declared pecuniary interest.
