Three youths and an adult from Québec have been arrested and charged in relation to the theft of a motor vehicle in Clarence-Rockland.

On Tuesday, May 20 at approximately 8 a.m., officers from the Russell County Ontario Provincial Police Detachment (OPP) in Rockland responded to a report of a stolen motor vehicle from a parking lot in Clarence-Rockland. Witnesses provided accurate details that were crucial to the investigation.

Members from both Russell County OPP and the Hawkesbury OPP coordinated their efforts and located the stolen vehicle at around 8:15 a.m. The driver was arrested at the scene.

Hawkesbury OPP officers located an associated suspect vehicle, observed at the scene at the time of the theft, at around 9:35 a.m. and arrested the three occupants.

As a result, 18-year-old, Moncef Louchichi, of Terrebonne, Québec has been charged under the Criminal Code with:

·        Possession of a device for the purpose of committing theft

·        Theft of Motor Vehicle

·        Possession of Break in Instruments

·        Possession of a Weapon for Dangerous Purpose.

The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in L’Orignal on June 26, 2025.

The three youths were all charged under the Criminal Code with:

·        Theft of Motor Vehicle

·        Possession of a device for the purpose of committing theft

·        Possession of Break in Instruments

They have been released from custody and are scheduled to appear before the Ontario Court of Justice in L’Orignal at a later date.
