The Embrun Branch of the Russell Township Public Library will be relocating to a new site. At its August 26 council meeting, township councillors decided that the library will move into 5,000 square feet of the first floor of a new two-story building. The move is planned for Fall 2026 in partnership with Embrun Co-op.

The new location will offer residents convenient access near residential neighborhoods and commercial areas. Its proximity to the recreational trail will encourage environmentally friendly visits, and its position on the main street is intended to increase visibility and attract more users. The new site will also feature ample nearby parking and be close to village schools, making it easier for students to visit.

 “We are pleased to support this future partnership where the Embrun Library can be a central gathering place that fosters learning experiences, social connections and a love of reading and writing,” Library Board Chair Laurie Clement said.

The Embrun Branch has been housed at Pavillon La Croisée within École élémentaire catholique d’Embrun for more than a decade. This location was initially a temporary solution, and ongoing discussions have revealed challenges, including liability concerns from uncontrolled public access through a school.

In 2017, a joint subcommittee was formed to explore relocation options for the library. Despite public consultations and evaluations of alternatives, the project faced delays due to the 2018 election and the COVID-19 pandemic, which led to the branch’s temporary closure. Other potential locations, such as the new recreation complex and the Camille Piché Community Centre, were considered but deemed financially unfeasible.

“As Mayor of our Township, I am proud to see this long-awaited project come to life. A new, centrally located, stand-alone Embrun Library Branch has been a priority for our community for many years, and we are thrilled to collaborate on this project with Embrun Co-op, which shares our commitment to the well-being of our community,” Russell Township Mayor Mike Tarnowski said.

Tarnowski continued: “The timing of this project is ideal, coinciding with the upcoming infrastructure improvements on Notre Dame Street (2025-26). These upgrades will ensure easy access to the site for pedestrians and cyclists, making this new cultural hub accessible to all.

In early 2024, Embrun Co-op proposed constructing a two-story building, offering space on the first floor for the library. The Township has since negotiated an agreement with Embrun Co-op. The library board has approved the concept, and the council has recommended drafting a Letter of Intent to formalize the agreement.

The township is also exploring options for the Camille Piché Community Centre, as well as the future of the two arenas and the Russell Centennial Pool. These topics will be discussed at an upcoming Council meeting, with residents given the opportunity to provide feedback.
